With reference to your letter of 3rd October
respecting the Hong Kong regulations for the survey of
passenger steamships, I am directed by the Board of Trade
to state for the information of Mr. Secretary Amery, that they will be prepared to take the necessary steps for the
issue of the Order in Council under Section 284 of the
Merchant Shipping Act, 1894, on being informed that the
Executive Council of Hong Kong have put the Board of Trade
regulations into force in the Colony.
In connection with the recognition in Australia of the Hong Kong passenger certificate for the "Changte" and "Taiping" I am to inform you that the Board have caused a telegram, of which the following is a decode, to be
addressed to the Commonwealth Government:-
"Hong Kong Government propose putting Board Trade Passenger Steamer Survey Regulations into force as from 1st January next and steps being taken for issue of Order in Council at early date, granting recognition Hong Kong Passenger Certificates. Commonwealth Government continue recognition certificates for "Changte" and "Taiping" pending issue Order in Council.
